• to carry out General Director activity of RCBTC SUE, to guide Technical Director and Deputy General Director’s activity;
• to ensure efficient fulfillment of the Laws, decrees of President, decrees and orders of the Cabinet of Ministers, orders and decrees of the Uzbek Agency of Communication and Information and other government authorities;
• to arrange Board meets of RCBTC SUE, weekly workshops and various meetings of the personnel;
• to establish development programs and plans, and to monitor implementation activity of those programs aimed to expand RCBTC SUE activity in general and its subsidiaries;
• to improve the efficiency of the management structure of RCBTC SUE;
• to set the main directions for the branches and subsidiaries in the prescribed manner, to appoint and dismiss managing personnel. To establish, restructure and liquidate subsidiaries and enterprises in accordance with UzACI;
• conducts operating analysis of the state branches, shops and service enterprises in general;
• to arrange short-term forecasting models of economic, social development of radio-broadcasting, radio communication and television;
• to maintain enterprises high operating activity, lead the center’s collective body to ensure that enterprises activity compliance with production management law, financial, economics and labor activity principles.
• to support and control improvement of pricing and marketing strategies, within the system of radio communication, radio-broadcasting and television in cooperation with UzCIA pricing policy;
• to suggest improvements on increasing financial and economic stability of the branches and affiliates of RCBTC SUE and enterprise;
• to supervise and coordinate the activity of accounting department, economic department, special activity department, humans relations department, the main network operations department of RCBTC SUE and of all the branches and affiliates;
• to arrange and support professional training workshops and professional refresher courses;
• to attract and recruit high skilled motivated professionals to work for the branches and affiliates of RCBTC SUE and enterprise.

• to organize and coordinate steps on technical maintenance of radio-communication facility, radio-broadcasting and television in all the affiliates of RCBTC SUE;
• to plan and secure execution of the measures developed within RCBTC SUE in relation to the problems of investigation of development and improving of radio communication, radio-broadcasting and television, including issue of monitoring of the equipment maintenance;
• to organize works and to participate in development of regulations of RCBTC SUE, including obtaining and renewal of licenses and Articles of Association of the enterprise;
• to coordinate and control the activity of RCBTC SUE in the sphere of metrological security, standardization and instrumentation;
• to carry out works on analysis of the technical state of the affiliates, branches, shops and services of Tashkent zone;
• to manage preparation and implementation of diverse projects, directed to development and expanding of radio communication network, radio-broadcasting and television;
• to communicate to diverse organizations on different technical questions, included into his competence;
• to coordinate interrelation of RCBTC SUE with diverse business entities including bodies of state administration, excepting NTRC on issues of efficient use of metal structures of TV tower and masts, additional loading of TV and radio-broadcasting transmitters (lease), rational use of radio-frequency spectrum, assigned to technical appliances of RCBTC;
• to participate in performance of technical aspects of equipment and accessories delivery and commissioning of the equipment for development of the network of radio communication, radio-broadcasting and television.
• to manage development, formation and performance of agreement and contracts for carrying out refurbishment works, maintenance and modernization of technical facilities used for distribution of TV and radio channels, instrumentation, motor car vehicles, diverse mechanisms, signaling systems, guard and communication;
• to organize work of technical Commission of RCBTC SUE, representing the functions of its Chairperson;
• top coordinate the activity of production department, motor transport and mechanization service, production and technical laboratory, radio-relay station № 23 and regional branches on questions of maintenance;
• to bear personal responsibility before the General Director of RCBTC SUE for organization of works related to performance of charged duties , as well as, for strict performance of the radio communication aids, radio-broadcasting and television facilities.
